1. Press Win + X to open Settings → Time & Language → Language, then click Options.

   

2. Click the Options button shown below.

   

3. Choose Dictionary and self-learning.

   

4. Select Add or edit custom phrases.

   

5. Under User-defined phrases, click Add.

   

6. In the pop-up window, enter the corner quotes—「」 and 『』—along with the pinyin shortcut you prefer.

   

   

7. Once saved, the custom entries should look like this:
